: for the first time, pentagon leaders said today they had supported arming the rebels in syria. defense secretary leon panetta and general martin dempsey chair of the joint chiefs said they made that recommendation to president obama. panetta told a senate hearing that, inhe endthe president decided against sending in arms. instead, the u.s. has provided only humanitarian aid to the rebels. secretary panetta also defended the military's response to the attack on the u.s. consulate in benghazi, libya. the assault killed ambassador chris stevens and three other americans. panetta testified there'd been no specific warning of an imminent attack, so u.s. forces were too far away to respond. >> the united states military, as i've said, is not and frankly should not be a 911 service capable of arriving on the scene within minutes to everpossible contingency around the world. the u.s. military has neither the resources nor the responsibility to have a firehouse next to every u.s. facility in the world. >> sreenivasan: republican senator john mccain of arizona argued the military could have deployed in t

it is and the republicans is to walk a fine line here. they're concerned what happens to the pentagon under sequestration because it goes across the board, they can't kill one program, every department, every subset has to feel the pain and so they're cautious on this point, but really, when you talk to them and you get them to say. and give them a choice between what the president is pitching and done in an unpleasant way they'd still rather have the cuts. >> he talks about, stu, look, we can avoid the cuts if we come up with a balanced program and all i'm asking for from the republicans is reasonable tax reform. that's it. we'll close a couple of loopholes, only the rich will feel that and the republicans are so married to the rich that they can't even save the lives of human beings and the jobs of first responders because they're so opposed to tax reform and the journal has questions about his definition of tax reform. your thoughts on that. >> yes, he has changed what tax reform means. tax reform, to the republicans, up until the last election. tax reform was, lower tax rates. get rid of some deducti

're going to cut pretty significantly from the pentagon's budget. your move, mr. president. >> he wants revenues to go up again and john boehner's response is, we just did that. >> that's the thing. we always heard, you guys raise taxes, cut defense spending and then we will come back with a compromise on spending cuts. but, no, we raise taxes, we come forward with pentagon cuts and the president comes back with, we want to tax more americans. let's raise taxes again. >> you wonder where this ends now then, right, because if the president's not going to go anywhere without more revenue, where does this take us? we have the plan in place that was supposed to do both of those things. we're at that point on friday and we will hit it and neither side is going to get to it. what's the end game here. >> how do you think this is goin going? >> it's going terribly. >> republicans always lose these budget battles. i get a sense for the first time the president is overplaying his hand. talking about fear and loathing, locusts ascending from the heavens, now talking about more tax cuts, your dog w

the pentagon which is why the sequester idea was terrible. it's a choice between higher tacks and lower military spending. i don't know who agreed to that. the president likes that choice. >> even if congress would get together and give him the authority to change the areas we cut, even though we stay at the same dollar line, you would be of the opinion he would want to cut the military? >> absolutely. i think we will have the sequestration. i think the objective should be as soon as we can get military spending back up where it should be and cut domestic spending more deeply. >> former ambassador to the united nations, john bolton. great to see you. have a great weekend. >> thank you. >> remember the mayor and fired himself when the town was broke? he says it's not his fault he's illiterate. and did george washington really chop down a cherry tree? we have three minutes to study up because we are taking a history test. brian is getting behind the podium. that makes me nervous. are you cheating? >> what is this about george washington and me staying behind the podium? >> bite out of an

for it. as late as september the pentagon was saying they were still trying to understand what the law was. in december they hadn't started. just a few weeks ago they start coming out now with all these dooms day scenarios. the reality is that the president could have stopped it. the house of representatives has passed not one, but two bills that would have stopped it. the senate has done nothing. martha, when the president talks about a balanced budget, most americans think what he means we balance the amount of money coming in with the amount of money coming out. martha: right. >> that is not what the president talks about with balance. martha: that is interesting, jay carney quoted alan simpson but the other thing he did not quote that alan simpson said, if this president does not get serious about deficit reduction, including taking on medicare and social security and reforming those entitlement programs, that he will have a failed presidency. do you think that is a message republicans have done a good job getting across? >> well, martha, i think that it is very difficult sometimes

, a cut in naval forces. at $3 billion cut in the military's health care system. the pentagon could be restructuring contracts. what do you want to say about those areas? guest: training is of cuts where only units preparing to deploy or other places -- these are the ones that will be training. everyone else, primarily in the air force and the navy, their planes will be grounded because it will not have the money they would use to do the training. it will be shifted into the war accounts to pay for afghanistan. stuff like tricare, i believe you mentioned, that is more like the benefits for care and being seen by doctors and whatnot. >> there are lots of voices in washington. what should we know about the defensive area? guest: there are two sides. there is the side that says we need to cut federal spending and the defense needs to take a roll. a lot of them would agree with that. the problem is, we're halfway done with the year and they have not been preparing for this. they will up to squeeze this into a six-month period. if it is fully implemented, it will have an impact. 2014, if

is a sequester that goes into effect cutting $85 billion this year. the pentagon notifies congress today of its large-scale furlough plan should those cuts kick in. >>> let's head to wall street. cnbc's jackie deangelis is at the new york stock exchange. good morning. >> good morning, natalie. another day, another cyber attack. this time on apple. authorities believe that the hackers that targeted facebook last week used the same software to attack the mac computers of apple employees. all this, of course, coming on the heels of chrysler, jeep and burger king saying their twitter accounts were hacked. >>> meanwhile it isn't 1999 but investors are sure partying like it is, after nasdaq hit an all-time high. google its stock price topping $800 a share yesterday. natalie? >> all right. jackie at the new york stock exchange, thank you. >>> the vice president is generating some buzz after a facebook town hall chat with parents' magazine and a discussion focusing on joe biden's gun control efforts. he gave frank advice on self-defense. >> if you want to protect yourself, get a double barrel shotgun.
